One of the two secondary nodes did not start election when primary node is down for a longtime

Arbiters in a MongoDB replica set are used primarily for achieving high availability and maintaining a quorum in scenarios where having an additional voting member is necessary.
Mongodb Version: 4.4.12 Replicaset with 3 replicas (1 PRIMARY & 2 SECONDARY & 1 ARBITER)

As per your config, There is no need of arbitrer as you have an odd number of data bearing nodes which will participate in election, The arbitrer in your config is causing the delay in this scenario.
